RandomBlockDrop - Update Notes

What is new
- The generator now uses a clean fixed base pool of 1083 items from `scripts/base_candidate_items.txt`.
- The roll is no longer built from the previously generated loot tables.
- Progression-critical items can be managed separately.

New pool structure
- `scripts/must_have_items.txt`
  Items that should always be present in a generated roll.
- `scripts/high_priority_items.txt`
  Strong or interesting items that should stay in the pool whenever possible.
- `scripts/variant_pool_items.txt`
  Low-priority variant items that are only sampled per roll.
- `scripts/variant_caps.json`
  Caps for how many variant entries are allowed in one roll.

Current variant caps
- Potion variants per roll: 36
- Suspicious stew variants per roll: 8
- Enchanted book variants per roll: 48
- Plain variant items per roll: 24

Important behavior
- `MUST_HAVE_ENTRIES: 0` does not mean must-have items are missing.
- It only means no extra injection was needed because those items were already part of the active base pool.

Why this update matters
- Rare and useful items are less likely to get crowded out by large variant families.
- Potion, stew, and enchanted book variants are still possible, but no longer flood every roll at once.
- Each reroll stays varied without wasting too many slots on repetitive variant sets.
